I have been saying for a while that there used to be the government and law enforcement on one side and organised crime on the other. Eventually, the criminals realised that it was easier if they just pretended to be either government or law enforcement themselves.
That way they could make their own laws. Prosecute anyone they liked - rivals were a favourite. Prevent prosecution of friends and family - no need to mention any specific family names because we can all think of a few.
And you get automatic access to all that intel about criminals and what crimes are being looked at.
