The Constitution established that Congress decides all budgets for all parts of government.
You are missing the point mate. It doesn't matter how big a budget you have. It matters how that money is spent. Unless your argument is to completely defund the FDA (which I'm not adverse to) then how much budget they get is a moot point.
It's the difference between how big a money pot you get vs how that money is applied.
Another Ron Paul fan? Yes I believe every revolving door agency needs to be extirpated. I mean if defunding the freaking police can be considered actual policy..

I've zero faith in politicians to fix this unless they abolish these agencies outright, so yes I'd say Ron Paul had the right idea. I'd personally go a lot further than he would, but I've been full on ancap for about a decade and saw this level of tyranny happening at some point. I just thought it would happen long after my lifetime expired.
Still, if it leads to the abolition of most of the federal government, I'll take it as a win.
Federal government was always a necessarily evil, that's how the founders saw it. But it's metastasized over the last couple hundred years with central banking, career politicians, shadow agencies etc. A reckoning is needed.
