For Android mobile memesmiths who just want to use their phone, I recommend using ZomboDroid Meme Generator (tons of templates and ability to upload your own pictures to meme) and Pixlr (for any double exposure - adding Pepe or Trump's head/Biden's head to any memes or pictures). The two work really well together!
I would highly recommend an app called Photoleap by Lighttricks. I use it on iPad and it’s super easy to add photos, create layers, cut out parts of layers, and add Meme text on top of it. It does cost $ but worth it in my opinion. I’ve tried a LOT of art layering programs and this one works well. (Mostly I use it for visioning my garden ideas... would this tree look good in this spot, etc.) I’ve made a couple of memes with it using captured photos and it’s so quick and easy, once you have practiced a bit. You can save your templates to plug in new photos, etc.

What’s or where’s the best place to setup a folder of templates for easy sharing? Not an Imgur fan.
Imgur is beyond toxic, I can't even go there for a few seconds before puking, and I've heard they attempt to run all sorts of trackers and shit. Yuck.
