Did you sign up super early that night it came out? I had to have been within the first hour of it being available. Forget the timeline. Sort of remember trying and not being able to, then trying again like an hour later and could.
Same here - I received an email from apple that the app was ready to load - I signed up that night also and you’re right - I kept having problems with it and finally it was accepted. As like you - I’m still waiting 😂 Too bad I can’t even remember my screen name or password 😂 I think my name is PRINCESS5 - so make sure we connect whenever we get on.
I signed up at 2 am on 2/21. My waitlist was stuck at 113,832 when I got in. But the first email had said 57K after joining.

You only need a relatively small pool of users to find the biggest chunk of programming bugs. It only makes sense that you would knock off the largest number of -- but easiest to find and fix -- bugs first, then add more users. The further addition of new users will help to flush out the remaining bugs that are less common. By the time the vast majority of users are added, you've eliminated most of the problems.
It's a good approach that prevents a lot of user (and programmer) frustration.
