I remember reading about the gold fringe on the flags, but don’t know when it’s supposed to be officially used or not used. My guess would be that the flags were provided by Poland since the Polish flags and American flags look uniform and made of the same material and red color

It's my understanding that the gold fringe is only for federal buildings. However, my county courthouse has gold fringed flags so there must be more to it.
