If you think of DC in the same light as The Vatican, a foreign owned sovereign state on US soil, then some of their behaviour becomes understandable, Like the Vatican and the City of London's "Square Mile" they are not subject to the laws of the host country, they write their own, while pretending to be US citizens.
These are all sister states and are amongst the issues that the Plan is targeting for destruction.
