Where did Big Pharma's immunity from lawsuits over covid vaxxes originate? Was it from Congressional legislation or from an Executive Order?

If their fraud can ever be allowed into the court, then their immunity can be cancelled. But they watch each other's backs.
congress in 1986 (pretty sure that was the year) - it was while Reagan was president
it "only" applies to ones on the childhood vax schedule, which is why that schedule exploded from just a few shots to the tons of shots that are on there now (and that's why they are pushing so hard to have it approved for kids now)
Any guarantee of immunity is vacated when constructive fraud is proven.

Can congress Negotiate away citizens rights? I’m thinking the answer is actually NO.
I thought it was from the emergency use authorization. But all of their fake tests should make that null and void.

The Vaccine Court was initiated, and since then, anyone with vaccine injury has to go to vaccine court.

The beginning of vaccine manufacturer's immunity from lawsuits starts with 42 U.S. Code § 300aa–22:
This was further established with the Public Readiness and Emergency Preparedness Act (PREP) that was passed by Congress in 2005 to protect from liability pharmaceutical companies that make or distribute vaccines unless there is "willful misconduct" by the company.
Health and Human Services Secretary Alex Azar invoked PREP in February 2021 in response to the pandemic, declaring COVID-19 to be "a public health emergency warranting liability protections for covered countermeasures."
The PREP Act also created the Countermeasures Injury Compensation Program (CICP), which provides benefits to people who claim that they suffered injuries from vaccines under emergency authorization. People have within 1 year of adverse effects linked to a vaccine to submit a legal claim to the CICP, where a determination is made whether financial compensation should be paid out to the claimant. The CICP claims process allows claimants to appeal their cases all the way to the supreme court as well.
