It is normal to suspend trade in a stock when the company expects to make a price-sensitive announcement. The purpose for trading halt is to allow the news to be released to all shareholders equally - all shareholders have access to the same pricing information when the market is open. Otherwise some shareholders would gain an unfair advantage over others from how close they are to the source of news.
You do have the official story. Basically, this allows the elites a little more time for duplicity, fuckery, narative changes, and anything else they can think of :)
This doesn't actually protect against that though; additionally, it serves as an attempt to screw over people who see it coming before said announcement.
Insider trading is happening all over the world, including our own government, and these methods don't actually stop it. It just makes it harder for the little guy to participate.

You have to remember, although immoral, congress passed a law many decades ago, the federal legislature is exempt from insider trading laws.
