so $64Bn for Overseas Contingency Operations" Specifically: "European Aggression"... Since we really have noyt observed any European Aggression (until now, if this qualifies) over the period since that article, why did we need to send billions to Ukraine now?? Shouldn't that money still be there for the first case of Aggression in the European theater, by a nation state since the funding was freed up?
