Russia or China (or any other nation) could just as easily issue "Letters of Marque" authorizing international piracy of any American owned property. It doesn't have to stop at just private yachts, but could include private jets, cars, houses, bank accounts, businesses or even holding Americans for ransom (as pirates often did.)
It's not only a dumb idea... but it could potentially backfire on all of us. Someone ought to file that under "stupid thought"... and move on as if it never occurred to anyone.

If they are more or less bypassing the constitution couldn't you just defend your private property and get rid of them ?
