I think you've narrowed it down to the two options. The fact he is stating this makes me think they are going to try it first.
I've already heard of teachers telling students that if the internet goes down it's due to a solar flair.
How da fuq do they know that? You don't know why something goes down until it does. Saying why it will before it does usually means it is planned.
