He was on a watch list, known by FBI just like all the other FF instigators. When will people start connecting the dots that the FBI, CIA are instigating the FF using MKultra operatives?
If you read the NY Post, the report is that the shooter called himself into Crime Stoppers and told the cops where he'd be.

I questioned the description - 5"5" and 180lbs? Sorry, the man they arrested was at least 5"9" and 250lbs.
