The amount of farmland, ranchland, and timberland, in the US fluctuates between 900 million and 1.2 billion acres every year based on reclamation, development, nature preserve trusts, etc. etc. We gain and lose agricultural land every year based on a variety of factors.
The amount gates owns in miniscule. He's just the largest INDIVIDUAL farmland owner in the US. So no, not really anything much he can do. Honestly, if I were to wager a guess, I'd say this is probably more to do with DUMBS than anything. He's probably buying land on top of DUMBS and having it designated as private property to prevent snooping.
I wouldn't be surprised if he's buying based on his knowledge of the contrived food and fuel shortages to come. It's like piglosi's insider trading. Or like Lex Luthor buying up worthless desert land on the east side of the San Andreas fault and planning on nuking the fault so he will own the most expensive coastal real estate.
