The Lend Lease Act was between the UK and the USA.
The UK gave up a lot of its Caribbean and other bases around the world in exchange for warships, aircraft, armoured vehicles and other materiel.
It had nothing to do with supplying Russia, that was done by the Royal Navy and other allied navies with convoys into the arctic to the port of Murmansk.
We supplied the USSR with food, ammo, boots, clothing, fuel and other shit via lend-lease. We borrowed the money for the gov’t to buy it under that spending profram and shipped it over the Atlantic to the Brits we received it via terms of lend-lease. It was all fudged but lend-lease was the mechanism by which it happened. We had the royal navy deliver bc we were “neutral”.

The US supplied a lot of war material, but so did Britain, and Britain transported all the weaponry and other supplies to Russia through the Arctic. The US did not do a lot in these arctic convoys, there was no route from Alaska to European Russia.
It was Britain that didn't pay back the LL loans as they had given a lot of their bases to the USA.

As for neutrality, you say the US did deliver these goods and in the next sentence you say you got the RN to do this as the US couldn't.
It was the British Merchant Navy that transported these goods, not the Royal Navy.
