A lease gives you the right to explore for oil and gas, and pump out what you find. You are not buying the land.
Not just jobs, it will make "some" people think "Holy cow, gas sure is expensive, I'll buy an electric car" while not stopping to think for even a fraction of a second how that electricity will be generated.

Why not just drill anyway? I challenge the Red-State governors to take the Nullification option. Let the federales send in their blue-helmeted troops to stop it and see what happens. Will we back down? How many troops will come over to our side if we don't?

This is how to win.
Buying the right to drill on government land, if oil is found, royalty still have be paid to state and fed, plus taxes to all.
This snake of a government, negotiate a increase in carbon tax per ton on the production side with the promise to execute leasing obligation as clearly stated in the law (one of those "shall" not "may" kinda laws).
Looks like they lied, doubt they'll recind the increase in carbon tax.

Many Indian tribes get paid for the pumping of oil on their lands. Wonder if they get shut down too. Many of the tribes leaders took federal money to be covid nazis.
Good question, as I understand it tribal land is sovereign nation, the royalty are paid by the oil production companies. It a version of what happens federally with the tribes being beneficiaries of payments.
The only difference is some of the tribes divide said gains and pay royalties to tribal members directly, after of course taking administration fees.
Occasionally I read of infrastructure and or educational investments, but more so the tribal gambling band wagon. Arguably a higher return on investment, (and revenge on the white man).
Some look beyond, and build with conversations of manufacturing in mind.
Only the oil and gas drilling that is on federal land in Alaska and the gulf of Mexico. Any other oil and gas drilling that's going on will continue as normal, and companies can continue to place more drills or whatever on any land that isn't federal land.
