I agree in principle, however, I wouldn't trust this cash in the hands of most of the schools systems that would receive this right now. They'd be using it to put tampons in the little boys room or paying for the local transgender to come read stories.
I'm not sure what other cities protocols are for security but I live in texas and not to long ago my children's school went on lock down instantly when some was spotted on the premises that did not need to be there. It was turned out to be nothing but they took no chance. They have very specific procedures for parents and visitors. Door is always locked. To get in you ring the doorbell and the front office will let you in or speak to you through the intercoms. Once in you go through the office where you hand them you liscense and you are printed a vistor badge. I don't know of any schools that keep the doors unlocked to outsiders.

I remember reading many years back that the reason things are always priced for like $12.99 and such is that in the event of haggling it will cause someone to think on the small scale instead of the big scale, throws it off in their head.
If something's $13 you might say "How about $10?" if something's $12.99 you might just say "how about $12?" Granted haggling isn't as much of an American custom, I have to deal with a lot of foreigners in my businesses so am used to adjusting my negotiating tactics.
