VF acquired the uniform manufacturing firm then moved operations to MX during POTUS's term so it might have had an element of wanting to be free from scrutiny. Thirty cartel members would be easier to fake (as honest workers in a reputable firm) than a couple hundred. The proximity to the border makes me wonder if there might be tunnels under that city-owned site.

It sounds more like you're implying that the relocation of manufacturing operations and raising of taxes might be to drive out more residents and solidify the grip of cartels in that town. The swamp runs deep and wide.
