Ain't that the truth. I used to think it was done for largely philanthropic reasons with the side job of getting your feet under the table so that if that country ever needed help in, say, disposing of their natural resources, you would be one of the first countries they approached for assistance.
Now though, I realise that the idea is to give aid to countries with high rates of corruption so you would give billions to them they would pass that on to banks and then businesses and those businesses would find a way of returning some of that money back to the people who were instrumental in handing out that aid in the first place.
Speculating: If an oil company were to receive any such aid it might, for instance, choose to employ the son of a prominent politician in the country where the aid came from on and give him a huge salary with the occasional $million bonus thrown in. No actual work ever expected, of course, except for contacts with said politcian as and when required.
