Neither of those are handcuffed to that gentleman. And only one bears a resemblance to the typical style of bag used by past administrations. Not saying your wrong. There’s various reasons why typical procedure would be abandoned. Or style of bag changed. But still.
This may just be people making a mountain out of nothing. Or misidentifying two otherwise innocuous suitcases.
I doubt you would see the handcuff its likely hidden but even if that is not what it is look at Biden there is never anyone close to him carrying the nuclear football.
I'm willing to bet they wouldn't use some kind of 1950s style bright chrome handcuff. Wherever the nuclear suitcase is, it probably has something very discreet connecting it to the handler, so as not to attract attention. Makes sense?
IMO, I don’t think attracting attention (or not) is on the list. Anyone after the NF would know exactly what it is.... and a president is attracting a decent amount of attention whatever he goes. Did you have a different perspective?

Hence I don't believe they would use flashy handcuffs. I could be wrong, I'm not in that business.

With modern technology, I wouldn't think there would be any need for anything as large as a briefcase. A watch, a small pager sized device, something that looks like a phone. That being said, hard copies can be more reliable if electronic devices are considered vulnerable to disruption.

The code card is activated electronically right after the president-elect takes the oath at noon".
In the event the outgoing president is not present at the inauguration – as happened in 2021 when Donald Trump did not attend the inauguration of Joe Biden but stayed in Florida – one football is kept with him and remains active until 11:59:59 AM on inauguration day. After that point, the now-former president is denied access to the football, its codes are automatically deactivated, and the aide carrying the football returns to Washington DC. In the meantime, the incoming president receives one of the spare footballs at the pre-inauguration nuclear briefing, as well as a "biscuit" with codes that become active at 12:00:00 PM.

Anything that obvious would be a decoy anyway. It’s probable that the briefcase has evolved into something much more portable and discreet.
