I noticed that as well. He did blink once... which is odd, but his eyes did not move. They looked in the same spot the entire time.
Even if reading off a teleprompter, the eyes would move.
But to speak without on, the eyes still wander a bit, even if focused, just a little jut here and there, even if directed to look at a single point.
