Personally, I think Trump appointed Pence to "lead" the response so Trump himself could distance himself and also make Pence, Fauci, and Birx OWN the whole thing.
I don't know all of the calculus of the decision making that Trump had to determine, but at some point early on I think he knew the entire Covid scam was going to be the deep state's play to take Trump out. I think this also factored into Trump's decision making on the "vaccine." I think Trump realized the entire global scandemic was the Globalists vs the Nationalists, and he needed to determine which battles to try and win, which were okay to lose (with casualties, unfortunately), so that in the end, the War could be won.
