There's a "Saved Messages" folder which accomplishes the same thing. You can jot down notes, paste screenshots, upload files etc. Not sure if it was already there, or if I added in settings.
Personally, I just start up a simple FTP server on my PC and transfer from phone to computer or vice versa. The phone app I use even converts and syncs my photos which I don't want on Telegram.

Uh ... I prefer discord for that. Its my clipboard, notepad, file share and todo list all in one.
