It literally was made for retarded persons. The Twitter OP should be counted among them, and folks on GAW need to practise more critical thinking.
Retarded people usually don't make these kind of decisions on their own - they generally have a care giver or guardian in the equation. Surely you don't think (with that big critical thinking brain of yours) that this video is directed at the Guardians/care givers?
That video was not to convince them of anything, it was to prepare them for what they would be experiencing as it is something outside of their regular daily routine, which is always difficult for people with mental disabilities.
Maybe they're hoping the guardians or caregivers will play the video so the retarded persons will be "softened up" and less likely to resist when they are brought in to be jabbed.
Same tone as the NYC Nuclear Preparedness PSAs from a few weeks back.
Although on this it seems they saved their voice over talent budget and used a text to speech program set to "vaguely ethnic". I guess the rest of the $ went to this fantastic animation.
I notice this animation and art "style" a lot these days. Any known source of it or is it just a prog trend/fad? It's very common in tech.
Yeah it's a known thing, I've seen pedes more knowledgable discussing the specific style. It's a deliberate form of dehumanization.

Honestly just thought they were lazy and were passing their lack of creative talent on the cheap as some "progressive chic." Can't draw or get people to pose for photos? Just use our crummy flash animations!
The dehumanizing element is a new one though. I guess it does have a modern, almost surrealist element to it. Interesting..
