Notice the wording used?

"currently negotiating with Kiev's military... "

NOT the Ukrainian military... or the Ukrainian government, but instead the IAEA is negotiating with Kiev's military.

Since when did Kiev develop it's own separate military forces? Are these actually the AZOV Nazi militant forces (or what's left of them)?

The capital/seat of power is sometimes used in place of any one person or organization. Like some rags will say 'Kremlin' instead of 'Russia' or 'Putin'. They'll also use 'Duma'.
