THe idea was that there was a patch like a band-aid which contained little spikes with the vax and luciferase. The spikes were in a unique matrix pattern like a QR code and it left a dye tatoo on your arm which was of luciferase and readable under the correct light or with the correct type of camera / filter.
It would be hard to fake the tattoo becuase it is unique and keyed. It would be hard to say you had hte vax when you hadn't.
You don't want to tattoo over the luciferase pattern of the vax, you want some thing that looks like the tattoo without taking the vax.
You want a tattoo substitute to say you are up to date when you aren't. Maybe it could be done with temporary ink, the problem would be knowing the QR code which identifies you and the particular injection event.
I suppose if you put the band aid on a patch of suitable material instead of your arm, you could record the pattern it makes and print it on your arm with UV ink later.
I remember this.

Tattoo over it
IMO you want the reverse.

I want a nice clean arm with no bullshit on it at all.
You still get the cancer
