In the past, Bubonic Plague was a deadly problem as there were no antibiotics. These days... nearly everyone that contracts Bubonic Plague survives... and it doesn't spread (obviously).

china's been trying to get rid of the mongols for centuries, but a direct attack would get other countries involved. much easier to revive some old diseases in a biolab

Like how ground squirrels in the Rockies can carry leprosy yet I've never heard of anyone dying from feeding a chipmunk.
I believe this outbreak actually started a year or even two ago.
