Certain qualities must be met (the heifer must be pure) and rituals performed and then the red heifer is killed and burned into ash(blood and all). The ashes will then be used to purify anyone that has touched a dead body. The whole idea behind this is to be 'cleansed' in order to perform sacrifices in the jewish temple. Couple problems right off the bat, God says there will be no more sacrifices, that Jesus' death was the last sacrifice. Also there is no current Jewish temple and when there is a new temple God says that the antichrist will seat himself there to be worshipped instead of God. So it will be literal end times, my dudes.

What does a cow have to do with the rebuilding of the Holy Temple? How could a simple animal play a vital role in the success or failure of such a monumental event?

An unblemished, pure red heifer is the key ingredient to Temple worship (Numbers 19:1–2, 10).
When the third Temple is built, for which the heifers are being raised for, it will be built on the Temple Mount, also the place of sanctuary for Islam. This will be the beginning of the end, as war will break out, and it will bring about the Second Coming and end of days. The heifers must not have one white hair on them, no blemish, and they will be sacrificed to build the temple. Perhaps this is what Q means when he says, save Israel for last?
Those enforcing these rules are the same group responsible for the Shekinah leaving the sanctuary for the Mount of Olives in AD66. God entreated His people to return to Him but they ignored Him. Jerusalem was destroyed in AD70. Plus ca change ...

Sorry, the Antique Covenant (Old testament, if you prefer), is not simply Jewish. It is Judeo-Christian, accepted by both as the Word of God.
