I recall Arrow Plastics owner Dick Simkanim didn't withhold taxes from his employees. He offered them to work as independent contractors, to which they would be responsible for their own taxes. Simkanim was very outspoken about it and put himself on the IRS radar. The IRS is one of the early adopters for violating individual's lawful rights, especially due process. The IRS even violates their on CFR laws as the late great John Kotmeier would attest. He beat the IRS using their own CFR codes, but then they went after his son and convicted him. Then they went after the Save A Patriot Foundation and found a corrupt judge that gagged SAPF from providing legal help to those being persecuted by the IRS.
Because Dick Simkanim became such a public figure, they used him as example to others and managed to convict him on 25 felony counts each having a 5 year sentence plus 4 misdemeanor counts each for up to 1 year each. That's life imprisonment. He was accused of failing to withhold and pay $175,000 in taxes on employee wages and of filing 15 fraudulent refund claims for about $235,000.
The IRS accused Simkanim of falsifying his workers as independent contractors, when they were 'really' employees thereby being liable to withholding employee taxes.
