This could never happen in Kalifornia.
I used to do construction work on military bases and we were always months ahead of the projected timelines, so much so that often times we wouldn't even have materials in and would have to have it expedited and/or we'd relegate to landscaping work or sitting in trucks all damned day.
I still consider it the most lazy job I've ever had to this day. Not sure how some projects are expected to be so slow.
