God gave us all a new covenant with the birth of Jesus. Jesus was crucified and His death saved us all from sin. It's free. We are to love our enemies, we are to be Christ-like in all ways which means we are to forgive.

We are meant to forgive our personal enemies and pray for them, but the government is supposed to protect the innocent and punish the guilty (including carrying out executions). But even wicked rulers are put in place by God, usually as a punishment to a nation that mocks God and denies truth. Oppressive tyrants and a lack of justice will drive some people to the true God.
