When shit happens in “off peak hours” - unless your comments were scraped from existence - use oceans razor and assume it was only down for your region and.or there was some kind of maintenance. This is how hosting works - there will almost inevitably be downtown, because backups don’t always work perfect and because shit happens (updates, shitty updates that require rolling back, someone makes a mistake, etc, on the systems side of things)
I can tell you from experience downtime can be Milliseconds or multiple hours. It depends what is being done and what resources are available.
For example, the $1.5bil retail company I worked for would have 10-60min downtown for routine maintenance and they are like 50% profit so have shitloads of money to have up to date hosting, redundancies and cloud hosting when necessary

Honestly, you have no idea what kind of resources are expended on this site considering the owners haven't revealed themselves and all information on the .win network is redacted.
Bottom line, the owners have enough resources to host an entire community of sites with separate domain names and shared login system, Cloudflare accounts for all of them, etc.
Also, I don't think you were around before or at the time of the 2020 election or you'd remember the only time this site went down was when it was getting DDoSed like crazy anytime serious info was posted, whether it was about Hunter Biden or other Biden family shenanigans, etc.

Unless you’re heckin Google - downtime WILL occur. The key is in mitigating that downtime to do the least amount of impact. Hence 4am in the morning. GA doesn’t host its own servers, some entry level networking chops can teach you that in about 90 seconds.

Are they physical or virtual? If virtual, how many VMs and are they all hosted on the same box, or are there redundancies? Do they have servers at multiple locations around the country or do they simply rely on Cloudfare as a CDN?
What type of load balancing, if any, is in place?
Do they have the ability to ramp up resources (bandwidth and server capacity) on the fly as needed to handle unexpected traffic?
If you don't know the answers to those questions, you're doing nothing but making assumptions.
If they were hosting on Microsoft Azure, Amazon Web Services, or many other hosts, this site likely would have been shut down a long time ago.
Also, how do you know the site owners aren't self-hosting community.win? Do you know the owners personally? What web host are they using since you supposedly know so much more than others?
