I think legally, it's considered a Federal District. Even though I live 1/2 mile from the DC border, and work in DC itself, it's been a long time since I've been in a Civics class.
And quite frankly, I could not care less if it's legally a territory or District or whatever. I do know that it's not foreign soil. And the only reason I can see that people think it is, is because they don't know how to use a dictionary and realize a word like "corporation" might have more than one meaning.
You are right in a way. If you consider yourself a US Citizen then it is not foreign to you. The 14th Amendment created a new type of citizen, that is a US Citizen, therefore D.C. would be the jurisdiction that you are under. Anyone that is not a US Citizen and is a state citizen or non-citizen national, DC would be considered foreign territory to them.
The fact that it is contiguous with the surrounding states could be argued that it is soil of the united States of America but it is in fact The United States of America and those two political bodies are foreign to one another.
It really gets into corporate versus common laws and which united states one is speaking about.

The topic isn't about who considers themselves a US Citizen. It's about how the capital of the United States is supposedly on soil foreign to the United States.
Again, you're simply trying to drag Soverign Citizen type bullshit into a very cut and dried topic.
I think I've given enough details about the "Corporations" bullshit on this page without having to dive into it further.

On the off chance that I'm wrong about how the Corporations/Sovereign Citizens thing is complete and utter bullshit, I'll invite you to change mind.
Since this involves Common/Corporation/Admiral Law in the US etc.. we'll look to the US courts.
Please provide any court cases where there is a distinction as indicated here regarding a person or country being a private business entity with secret strawman accounts held by secret people (or whatever your particular group imagines) vs a legitimate Country/Government/Person/Whatever.

Yes, legally, constitutionally, the federal District (Columbia) is a territory of the USA.
