There is nothing wrong with, let alone unconstitutional about the IRS. Somebody has to manage federal revenue collection, e.g. taxes (not all are illegal). The actual problems are who is in the IRS, are they doing their actual job, are they doing it within the authority of the law and free from abusive directives by higher executives, and are said tax laws are themselves constitutional?
Abolishing the IRS would be as moronic as abolishing ICE. Both are constitutional and frankly, necessary. But just like the rest of the federal government, the swamp that is the current department needs to be drained and reformed.
The IRS doesn't "fund" the federal government. It is an agency of the Treasury, tasked with tax law enforcement and revenue collection, which prior to the 16th Amendment (one of the worst) was primarily generated from exports and imports.

What our nation really needs is someone to manage federal revenue expenditures! Particularly, the trillions of dollars that end up stolen from tax payer's and in the pockets of grifters all around the globe.
Until we the people can trust that our tax money is not being stolen, the IRS can go to hell for being an accomplice to the international theft of American tax payer dollars.
IRS is also in part responsible for investigating tax evasion and fraud, which so many countless of our politicians, civic leaders and shadowy cabal shitheads commit every day. You want to get rid of the body authorized with going after these criminals?
As for auditing the expenditures, which yes indeed is a massive problem, that would be a combination of both the Chief Executive (through the Treasury) and of the Congress, and then of course, us, the voters, who apparently keep putting these idiots in position of authority and responsibility. Then again, our elections aren't really elections, but they've been set that way by idiots that voters did put in power and allowed them to rig the system... so still ends up with us being to blame, to some degree.
