Master Sergeant Clark Twiss did deed retire this month presumably from Luke Air Force Base in Phoenix, AZ. He worked in a capacity far above his pay grade and I would not be a bit surprised if Donald Trump personally sent him that certificate, though it had none of the markings that would indicate that it came through normal military channels.

Yeah, this is almost certainly total crap. Every other "Certificate of Appreciation" or "Certificate of Recognition" you'll find has a date.
