I think op is melding the first "huge announcement" of his 2024 candidacy with his second "huge announcement" that came after the Trump Cards NFT promo where he described what he would do to protect the 1st Amendment. In that second announcement he talked about implementing protective policies after his inauguration two or three times, never mentioning an election.

His words were, “I am announcing my candidacy for President” cannot say he mentioned campaign, but he has said he will make 2016 look weak. I’m parsing.
