They are British nobles. What do you think the "Bar Association" is? Why are they referred to as "Your Honor?" Who else had that kind of honorific? Royalty and nobility.
I'd love to see someone that has the balls to instead get down on a knee instead of "rising," and call them a real honorific: "Your Majesty," "Your Highness," "My Lord," "Sire," "My Liege." Should make for some really good exposure.

I think resident is a better term to use. A resident of X state, a sovereign man/woman, not changed or enslaved by government.
Gotcha. So basically, you get to benefit from the products and services of a government, but not have any responsibility to help support it or be constrained by the laws that govern it.
