By blurring out the children's faces, you mask what's really the problem here. They look uncomfortable as hell in the original picture. They look like they wanted to be anywhere else but standing there in their underwear.
The worst part is that you can tell by how their panties are framed that someone shoved their hands into their groin to tuck the clothes for the photo shot, especially for the one on the right.
Some sick fucker shoved their hands into that girl's underwear to keep the shirt from hiding the crotch. They also half-stripped the girl on the left at some point to make it look like her hands were bound in the sleeves.
That's why this is a problem. It's not so much how much skin you can see, but how they got to this shot that's sexually charged.
