No functioning legislative branch. The executive and judicial branches are functioning as well as last month (whatever that may mean to you). No swearings in can happen, as you note. However, arguably these representatives terms have begun pursuant to the constitution (which is a little ambiguous on this front).
No new legislation can be voted on in half of congress no can the new members of the house be sworn in. Also comittee asignments aren't being dolled out so comitees aren't meetings.
The senate, the executive branch (which is most of the government), and the judicial branch/the supreme court are all able to still work

Honestly, nothing wrong with that since lately that's just tax you here, send the taxes there.
