The problem really lies with the fact that Congress is privy to information the peasantry isn't, and can either sell their votes for that information or other guarantees, or legislate for their personal gain.
Anyone related to any member of Congress, high end of Executive (President, Vice President, chiefs of staff, etc.) or judiciary should not be allowed to trade for a minimum of 10 years after they leave those positions.
I'm pretty much good with all of these. My only nits to pick:
They should be able to use their own private vehicles to commute, but pay in some fashion for parking e.g. have to slot coins in for time or otherwise.
They should have Obamacare as benefits, but be able to seek out better healthcare completely separately, on their own dimes, with no subsidies from their government employer.
They are the ones that should be treated like serfs, their every move tracked and recorded, all associates known. Their transactions should be readily available, and they should live in military-style barracks, given what's classically considered a stipend, basically spending money if they don't want to eat barracks chow.
