There's a misconception that, because the USPTO wants a drawing of your invention, the invention has to actually exist. No. Only in your mind enough to make a schematic is sufficient.

There is rigorous testing of demonstrable fact for applying for a patent. This is so people don't make up inventions like lead being turned into gold or stellar transport elixirs. In this case no patent ≠ Science.

I mentioned "patents" because there are indeed several in this field that are demonstrable. I recall one, to which VLF propagation used in the 1950s to determine geological composition and stratum for oil exploration was determined to cause seismic activity. The technology for causing seismic activity has advanced considerably since the 1950s. The High-frequency Active Auroral Research Program (HAARP) is allegedly one of these. While the government continues to deny any connection with frequencies of earthquakes, and chemtrails in the skies, it has made deliberate efforts to quell suspicions about the nature of its operations. US Patent 4686605 A provides us with concrete evidence and a scientifically proven correlation between seismic activity and the ionosphere, through the control of RF (Radio Frequencies) artificially induced force fields, which HAARP was designed and built to do. This US Patent claims: “the earth’s natural magnetic field could be significantly altered in a controlled manner by plasma beta effects … The earth’s magnetic field could be decreased or disrupted at appropriate altitudes to modify or eliminate the magnetic field”

“the present invention can be formed to simulate and/or perform the same functions as performed by the detonation of a “heave” type nuclear device without actually having to detonate such a device.” Heave defined as “lift or haul (a heavy thing such as the earth crust) with great effort” or “to move up and down as one of the six degrees of freedom” US Patent 4686605 A is stating that the invention/technology can simulate and/or perform the same functions as performed by the detonation of a nuclear bomb, by generating destructive heaving/seismic waves.

An earthquake is defined as “a sudden release of energy in the earth’s crust or upper mantle, usually caused by movement along a fault plane or by volcanic activity and resulting in the generation of seismic waves which can be destructive” A tsunami is defined as “a long high sea wave caused by an earthquake, submarine landslide, or other disturbance.”

Former US Secretary of Defense, William Cohen was actually warning us in 1997 that the United States government has developed and is now actively using a weapon that is capable of causing mass destruction by triggering earthquakes, weather modification (inducing heavy rainfall that causes floods or no rainfall which causes droughts), volcanic eruptions and the like. Cohen was warning us about the existence of HAARP.

Even if we are to believe the government about HAARP, many decades ago the oil industry discovered that ground penetrating radar can cause seismic activity. It's only gotten more sophisticated since.
