Not true. I know of a few people who made their fortunes "flipping" airspace. And property owners are entitled to a portion of the airspace above their properties. That is where I store mine temporarily, just for a second until their density makes them fall back down.
If we're talking buildings, air rights is a thing. Though I do believe that the FAA doesn't own air space, but they do control and regulate it, including certain drones and certain altitudes.
