I don't think anyone can shoot anything at a high-altitude with standard rifles.
100,000 feet is too high for most planes to shoot it down. When we sent out Sr71 Blackbirds over countries at mach 3 to spy it was too cool that nobody could do anything about it because it was too high and too fast.
