It seems it was the fire department that made the call. Police can’t decide this.
What qualifies a fire officer to predict chemical toxicity and dispersal of toxic clouds via weather systems.
If they are a hazmat unit they should have training and access to documentation, materials, testing equipment and other resource to figure out what to do before they make things worse. Probably not the team who was on scene.
Not them either. It was the railroad along with NG and haznat. This is fact.
The national guard would make sense. The railroad can’t decide on a safety issue over the fire department. Regardless of who suggested the idea. The fire department had to be on board. The fire marshal for the county also has to be on board or it wouldn’t have happened.
Yes it was rhe railroad and other officials who made the decisions.
