Basically when the Soviet Union collapsed, a shit ton of Russians chose to stay in the satellite states. For varying reasons of course: New lives, newly formed RU economy was shit, perhaps they had criminal background, etc.... Lots of different reasons.
But, that was 30 years ago. What remnants you see today are by and large lowest income class, very alcohol & drug addicted, and they absolutely refuse to assimilate to this very day, e.g. refuse to learn local languages, law, respect customs, etc.
