The Old North end has some rough areas and Section 8 housing on top of these mental health homes... Back in the eighties Vermont closed its state Mental Hospital and set everyone loose... Ever since the slightly unhinged have been a common sight in Burlington.

Vermonts been done for a while. I recollect staying with "friends" who would flush the toilet once every three days to "conserve water".

By definition this was a simple assault. That just means that no weapons were used. One could argue that hands and feet can be used as weapons, but that's a legal technicality. One can still get jail time for any harm inflicted.
Plus, the assault woman can also seek civil damages. I would think that a jury would be sympathetic to a disabled women.
