Her story is bizarre. She "just happens" to be driving by the school. Okay. That sort of thing happens. But she sees all these little kids and just somehow knows that they need help? If it was a "busy highway", how would she have time to see AND process what was going on? I think most people would be going so fast that it wouldn't even register and the ones that might wonder about the kids would probably think it was some sort of school outing.
If she'd said that she had gone over to the school to "help out" after she'd actually heard of the shooting, it would be more believable. But as you've pointed out, she wouldn't have been let near the actual site.
