Doubtful Europe can become a 3rd Superpower at this stage. Continuous birth rate decline. Domestic tensions keep climbing due to all the widespread illegal immigration. Almost solely reliant on Energy imports due to multiple failed “Green Energy” projects. Costly Overstretched and Overburdened Social Programs that realistically they probably won’t be able to cut without causing a riot. Domestic Defense Industries are tiny. If it exists at all. Periodic protests and unrest caused by domestic policy have been a consistent feature for going on two years now.
Decades of Force Drawn Downs and declining population means Militarily they’re a non-factor at the National Level. They could probably scrape something together at the Continental level. But the odds of that being a functional force are low.
Only the British and French maintain any true Force Projection capabilities. Even then both of those are a shadow of what they once were.
Let’s be honest, most of the governments in Europe are a complete mess. They cannot control the conditions they created in their own countries, much less operate as a third superpower. The optimal solution these governments will never accept is returning to being sovereign nations that prioritize the welfare of their citizens.
