Small scale operations by small airplanes---flying into clouds, with the objective of reducing the clouds by precipitation. Not airliners flying above the clouds in far greater numbers than cloud seeding operations, supposedly with the objective of increasing clouds. But hey, every car on the freeway with a driver and a passenger is an unmarked police car, right?
