The clown is sticking his head out of a sewer, that's why the concrete guys are closing it up. I only know this because I've seen other memes here with the clown where it's easier to tell he's poking his head out of a sewer opening.

The clown uses coercion and temptation.

He's suggesting companies make additional woke commercials, something that would be bad, like get in the van kid, I have candy.

Businesses seeing the recent backlash against woke advertising make a decision as what to do regarding the offer.

The decision is to concrete in (bury) anyone who is suggesting that they make anymore woke commercials.

Businesses wont touch any suggestion to make more woke commercials after they've watched the nuking of Budweiser sales after the Dylan backlash.
