Whenever the Surgeon General determines that by reason of the existence of any communicable disease in a foreign country there is serious danger of the introduction of such disease into the United States, and that this danger is so increased by the introduction of persons or property from such country that a suspension of the right to introduce such persons and property is required in the interest of the public health, the Surgeon General, in accordance with regulations approved by the President, shall have the power to prohibit, in whole or in part, the introduction of persons and property from such countries or places as he shall designate in order to avert such danger, and for such period of time as he may deem necessary for such purpose." I'm not sure that this is true.
The quoted section to me seems like something that was activated because of mah covid. In other words, those 1,079,507 expulsions were carried out not because the individuals were sick or ill, but because "we have to protect the USA from the dreaded covid" as a reason. Just like lockdowns quarantined people not because they were ill, but (the irrational rationale said) because if people travel around, the world will collapse due to covid19.

You're right. Trump used existing law and said anybody with a failed PCR test had to go back home.
Biden had to keep this policy in place or admit Covid wasn't an emergency. That's why they're removing Title 42 now that the world has declared Covid is over.
